Beyond the cabotage can be realized with the policy draft of DTO (Domestic Transporter Obligation) or change of the mechanism of trading from FOB to CNF, requiring high commitment from stake holder maritime, especially regulator/Government through:

  • Incentive of rate or non-rate
Or through consortium of some stake holders for acting as trader, to realize the change of mechanism from FOB to CNF, so that export freight can be enjoyed by domestic shipping company which in turns can mitigate deficit of the payment balance in respect of sea transport services of the potential coal revenues and help improve national tax income.
